Payment under collective agreement

Eligible teachers holding a Tiwhikete Whakaakoranga Tōmua | Provisional Practising Certificate will no longer have to pay Teaching Council fees when applying for a Tiwhikete Whakaakoranga Tūturu | Full (Category One) Practising Certificate from Thursday 23 November 2023 following the implementation of changes to the Council’s Hapori Matatū online system to support central payment by the Ministry of Education (MoE). 

Following the variation to collective agreements for primary teachers, secondary teachers, area school teachers, and kindergarten teachers, head teachers and senior teachers' in 2023, Teaching Council fees for eligible teachers holding Tōmua | Provisional practising certificates applying for a Tūturu | Full (Category One) are funded by the Ministry of Education (MoE) during the respective terms of these agreements. 

Since signing a Memorandum of Understanding (MoU) with the MoE in August 2023 to support central payment, the Council has been working to update its online system Hapori Matatū to effect this change, which went live on 23 November 2023. 

If you believe that you are eligible for central payment by the Ministry, please ensure that you tick the box on the eligibility screen. You will also be asked to tick an attestation box that you agree to pay the fee and levy if you are ineligible (later screen).

The costs of changes to the Council’s online systems were also funded by the MoE, as part of the MoU for central funding.

If you are an eligible teacher holding a Tōmua | Provisional practising certificate that has already applied for a Tūturu | Full (Category One) full practising certificate, you may be entitled to a reimbursement from the MoE. To check if you're eligible for a reimbursement, please contact the MoE directly at TeacherRegistration.Payments@education.govt.nz

Balance owing on your Hapori Matatū account

Between 1 February 2021 and 11 July 2021, approximately 11,000 teachers were issued with a one-year practising certificate, paying a renewal or moving from one practising certificate type to another consistent with the May 2020 gazette notice (‘2020 fees’) of $157.00. After a judicial review decision in June 2021, those one-year practising certificates were extended to three years.

The Education and Training (Teaching Council Fees, Levies, and Costs) Amendment Act 2021 authorised the Teaching Council to treat ‘2020 fees’ as a part-payment towards the fee payable for a three-year practising certificate and to recover the part of the fee that has not yet been paid.

This means that teachers who were contacted may still owe an amount of $63.80 or $45.57. This amount covers the difference from a one-year to a three-year certificate.

We want to give those affected the opportunity to pay this amount, so that it doesn’t hold up processing in future teacher applications.
