How do I endorse teacher applications using Hapori Matatū?
Teachers can select their endorser i.e. principal, centre manager or ITE head of programme. The professional leader nominated will receive an email prompt to log in to Hapori Matatū to start the endorsement process (select ‘My Endorsement Approvals’ from the dropdown, which can be found in the ‘Approval Requests’ box under the ‘Registration and Certification’ tab).

How do I endorse teacher applications if I am a professional leader who is not a registered teacher?
Professional leaders who are not registered teachers currently cannot log in to Hapori Matatū to complete teacher endorsements or verification of identity. We are working towards allowing access however in the interim professional leaders can either:
- delegate the endorsement role and verification to a registered teacher within their setting; or
- use one of our Endorsement forms available on our website.
I have received an email prompt to endorse an application, however I cannot find the 'Approval Requests' box under the 'Registration & Certification' tab in Hapori Matatū. What do I need to do?
If you are the professional leader e.g. principal, centre manager or ITE head of programme, you need to have the Hapori Matatū 'Professional Leader' role in your ESL account. If you do not see the 'Approval Requests' box under the 'Registration & Certification' tab, please ask your Delegated Authoriser or the Ministry of Education Service Desk (0800 422 599 or email Service.Desk@education.govt.nz) to add the 'Professional Leader' role to your ESL account.
If you are not the professional leader the teacher will need to change the endorser for their application for the endorsement to be completed. Our Hapori Matatū User Guide will help them with this change.
How do I complete a teacher identity verification using Hapori Matatū?
Teachers can select their identity referee i.e. principal, centre manager or ITE head of programme. The professional leader nominated will receive an email prompt to log in to Hapori Matatū to start the identity verification process (select ‘My ID Approvals’ from the dropdown, which can be found in the ‘Approval Requests’ box under the ‘Registration and Certification’ tab).
Can professional leaders see their teachers’ applications online?
No. Professional Leaders cannot see teacher applications while in draft or those submitted to other leaders for endorsement. Following teacher requests professional leaders can see their teacher endorsements or identity verification that are awaiting approval, or those that have already been approved and are now completed. Teachers can view the status of their own application using Miromiro (our chatbot).
How will professional leaders know when a teacher has applied and paid for registration and/or practising certificate?
Hapori Matatū is a fully automated online system. As soon as a teacher has completed their online application, an email will be sent to the nominated professional leader advising that the application has been submitted and is now ready to be endorsed.
How will professional leaders be endorsed?
An endorser must hold a Tūturu Full (Category One) practising certificate and is expected to come from within the network that is used as part of the PGC. It is expected that the decision as to who will be the endorser will be made by the principal, tumuaki or ECE professional leaders with the presiding board member or the ECE employer.
The endorsement decision is not intended to be a summative assessment. Rather, it is a professional judgment about the PGC participation and the way the principal, tumuaki or ECE professional leader’s practice meets the Standards | Ngā Paerewa. What is considered a conflict of interest when endorsing a teacher?
If you are a relative or close friend to the teacher, you cannot be their mentor or endorser. If you are a relative or close friend and are responsible for their endorsement, you will need to fill in a Conflict of Interest form.
How will Professional Leaders submit mandatory reports?
Professional leaders can submit mandatory reports using Hapori Matatū.
