What is the difference between Hapori Matatū and the ITE Provider Portal?
Hapori Matatū:
Hapori Matatū | Online Community system is where the Teaching Council delivers their services: submit an application for certification and track the progress, book a workshop, make a complaint or mandatory report, and join an online community with 100,000 teachers.
Access is for all registered teachers (facilitators, lecturers, and ITE head of programme professional leaders).
ITE Provider Portal:
The ITE Provider portal improves how ITE providers manage their applications for new programmes, programme reviews and student exemptions. They can access programme information, submit student exemptions and extensions, and track progress, all in a secure environment.
Access is for ITE provider employees who need to submit, update or view their programme information.
As a teacher (facilitator, lecturer) and/or a professional leader (head of programme) in an ITE provider can I apply for an ESL account to access Hapori Hapori Matatū?
To access Hapori Matatū, teachers and professional leaders working in ITE providers can apply using the ESL120 form found on the Ministry of Education Services website.
Once completed please get the form authorised by your Delegated Authoriser and send the form back to the Education Service Desk to provision to create an ESL account.

Do I need an ESL role applied to my ESL account to access Hapori Matatū if I am a teacher (facilitator, lecturer) working for an ITE provider?
Yes, you need to have the teacher role added to your Hapori Matatū ESL account.
If you are a new teacher applying for an ESL account for Hapori Matatū and use the ESL120 form, the teacher role will be added to your ESL account as part of the process.
If you already have an ESL account and need access to Hapori Matatū, you will need to fill out the ESL 120 form found on the Ministry of Education Services website.

Do I need an ESL role applied to my ESL account if I am a professional leader (head of programme) working for an ITE provider and I am approved to endorse teacher applications within Hapori Matatū?
Yes, you will need to be given the Hapori Matatū Professional leader role for endorsing applications in Hapori Matatū.
Please complete the ESL120 form on the Ministry of Education website. Once completed please get the form authorised by your Delegated Authoriser and send the form back to the Education Service Desk to provision to update your existing ESL account or create an ESL account.
Can I endorse teacher applications in Hapori Matatū if I am a professional leader (ITE head of programme) who is not a registered teacher?
Professional leaders who are not registered teachers currently cannot log in to Hapori Matatū to complete teacher endorsments or verification of identity. We are working towards allowing access however in the interim professional leaders can either:
- delegate the endorsement role and verification to a registered teacher within their setting; or
- use one of our Endorsement forms available on our website.
How do I renew my practising certificate if previously I have used EC30 Online or paper-based forms through my ITE provider (university/polytechnic)?
All registered teachers who are associated with an ITE provider and currently have a Full or Subject to Confirmation Practising Certificate can use Hapori Matatū to renew their practising certificate.
To access Hapori Matatū, teachers and professional leaders need an ESL account. If you are a registered teacher you can apply for an ESL using the ESL 120 form on the Ministry of Education website. Once completed please get the form authorised by your Delegated Authoriser and send the form back to the Education Service Desk to provision to create an ESL account.
Teachers can renew their practising certificate up to three months before the expiry date.
How does proof of identity work for new graduates?
As part of the online process in Hapori Matatū, there is a proof of identity section; this involves presenting two forms of identity, one being photographic, in person to a professional leader i.e. ITE head of programme, local school/kura principal or centre manager. The identity referee will need to complete the verification process online so will need to have an ESL with the professional leader role. Who at my ITE provider is an approved Identity Referee?
If the Teaching Council approved Identity Referee is not known please contact the Teaching Council to view the list of approved Identity Referees, or if you wish to apply to be an approved Identity Referee.
Can I continue to apply for practising certificate renewals on behalf of ITE provider teachers and professional leaders in Hapori Matatū?
