OPEN: Discussion paper - A nationally consistent induction model to support new teachers
We welcome your feedback on a proposal to introduce a nationally consistent induction model with high-quality support accessible to all new teachers.
The importance of an induction programme for a new teacher's early years
A new teacher’s early years in the profession are a time of rapid professional growth, where they build on the foundations provided by their initial teacher education (ITE) programme and develop the confidence and skills that will shape their careers. That’s why it’s so important that every new teacher, no matter where they are working, has access to a high-quality induction programme.
Induction programmes provide the essential support, guidance, and encouragement that help new teachers thrive—and in turn, positively impact learners and their communities. With the right support, new teachers are more likely to grow into confident, capable teachers who stay in the profession and make a lasting difference.
Currently, even after completing an induction programme, many new teachers are not gaining confidence in important areas. We also know that not enough new teachers are gaining full certification and staying in the teaching profession.

What we are proposing to address these challenges
To address these challenges, we're proposing to introduce a nationally consistent induction model with high-quality support accessible to all new teachers. It would include structured learning content for each year of the induction programme, flexible content to reflect an individual’s identified learning needs, educative mentoring, formative and summative assessment, and strengthening of collaborative professional networks for new teachers and mentors.
