Apply for a Tōmua | Provisional Practising Certificate

Once you have registered, you will need to hold a current practising certificate to officially teach in NZ. This is called 'Tōmua'.

When to apply

A Tōmua | Provisional Practising Certificate is the first practising certificate you will hold in New Zealand. It means you have not yet had the opportunity to demonstrate you can independently use and meet the Standards | Ngā Paerewa because you are new to the teaching profession in New Zealand. 

 A Tōmua | Provisional Practising Certificate is issued or renewed for three years.

This practising certificate is designed to be held for a maximum of five years. You are expected to complete induction and mentoring and gain Tūturu | Full (Category One) within this timeframe. 

Evidence for your application

Teaching practicum evidence 

A practicum is an in-classroom experience completed during your teacher training. It may also be known as internship, school placement, practical teaching or school-based training. 

Evidence can be provided from the university, school, or college in the form of an official letter. It should contain the following details: 

  • Practicum length. 
  • Age of learners. 
  • Type of institution practicum was completed at. 
  • Brief description of practicum component. 


Teaching experience 

The Teaching Council can consider overseas teaching experience in settings similar to New Zealand schools.  

You'll need to provide a testimonial or reference letter from a professional leader, principal, supervisor, head of department, or line manager. It also: 

  • must be on an official school letter head signed and dated 
  • include information about your role in the organisation, your professional practice, responsibilities you held, and anything else they think may be relevant.  
  • must be within the last 10 years. 

If unable to provide a testimonial you may provide a certificate of employment as evidence of employment. 

The professional leader may want to review the Ngā Paerewa | Standards as guidelines to reflect your teaching practice within the testimonial. 


Formal assessment 

This is evidence of your most recent appraisal documentation, lesson observations, or performance management documentation/reviews. Common documents from countries include: 

  • Philippines – IPCRF. 
  • South Africa – QMS. 
  • Fiji – myAPA. 

If formal appraisals aren’t common in the country you have been teaching, you can provide a statement from a professional leader or principal explaining the informal appraisal process. 


Professional development 

This is evidence of continued education or professional development. List any workshops, training, or courses you’ve completed since your initial teacher qualification. You don’t need to include certificates, just the names and dates. 

Supervised teaching experience or induction 

Induction is the broad term for all support and guidance (including mentoring) provided to newly graduated/beginner teachers. If you’ve completed a supervised induction programme, we recommend submitting evidence through a detailed statement from your mentor teacher such as:  

  • Structure and content of the programme. 
  • How often you met with your mentor. 
  • How often your teaching was observed. 
  • Standards you were expected to meet. 

Similar induction and mentoring programmes to New Zealand: 

  • England – Newly Qualified Teacher (NQT) year. Accepted evidence is the Induction certificate from Department of Education. 
  • Scotland – Full registration with General Teaching Council for Scotland (GTC Scotland). 
  • Republic of Ireland – Droichead. Accepted evidence Full registration with the Teaching Council Ireland. 

Supervised teaching experience is only considered if you've completed your Initial Teacher Education (ITE). It is not compulsory for registration or certification. 


Professional status 

If you hold a teacher license or registration in another country, you can submit a letter of professional standing. 

Common documents include: 

  • Fiji – Fiji Teachers Registration Authority (FTRA) licence. 
  • South Africa – South African Council of Educators. 
  • Philippines – Professional Regulation Commission licence. 
  • USA – State licence. 
  • Canada – Province teacher registration licence. 
  • United Kingdom – Quality Teacher Status (QTS). 

The Teaching Council is aware not all countries have a professional teaching body.

Supply all the documents to support your application

Keep all communications in the same email thread

It makes it easier and quicker for us to action. Our Registration officers deal with thousands of emails each month, so everything in the one same email thread makes our job easier and means we can action things for you much faster. 

The more information the better

It's better to write additional notes or provide extra information in your application. It saves time, it means less emails from us seeking clarification on things and means we can finalise your application quicker.

Answer everything

Even if you think the information isn't applicable to you, if we've asked a question in the application form it's because we need that information. Anything missing in your application means we have to come back to you for that information and this extends the processing time and slows the approval down. 


Proof of Identity (POI) requires specific things

The POI section is very particular and specific. We can only accept identity documents that we've specifically listed in each specific identity document category (Category A, Category B, and Name Change). It's expected that you will read the POI section thoroughly to ensure you're using approved identity documents, and to ensure the POI is completed correctly and in full. 

A certified document

certified by an official such as an NZ School Principal, an NZ ECE centre Manager, a Justice of the Peace, a solicitor, a Notary Public, a Registrar, a Teaching Council approved identity referee, or the authority who originally issued the document.

Log in using your My Rawa details.

Scroll down to the section named ‘I want to’.

Click on the card called Maintain my practising certificate.

Click the button titled 'Apply Now'.

Follow the on-screen instructions.

What comes after a Tōmua | Provisional Practising Certificate?

Some overseas-trained teachers who have already completed induction and mentoring or teaching overseas may only need to complete one year of formal induction and mentoring in New Zealand - if approved by the Council. 

You may renew your Tōmua | Provisional Practising Certificate again if you have not completed your induction and mentoring.

Once you have completed these requirements you could be ready to move to a Tūturu | Full (Category One) Practising Certificate; talk to your mentor about when you might be ready.

FAQs

A certified document is an official copy of an original document that has been verified as a true and accurate reproduction. The document(s) you provide must be certified by an official such as a:

  • NZ School Principal
  • Teaching Council approved identity referee
  • NZ Centre Manager
  • Justice of the Peace, a Solicitor, a Notary Public
  • Registrar, or the authority who originally issued the document.

The person certifying your document(s) must:  

  • note on every page the words “certified true copy of the original”; and  
  • clearly identify and include on the document their:  
  • full name  
  • title  
  • signature  
  • address and contact number  
  • official stamp or seal  
  • certification date.
