Applying for programme approval
Learn how to apply for approval to deliver an Initial Teacher Education (ITE) programme in Aotearoa New Zealand.
What you'll need to provide to the Teaching Council
Please provide the following information (as outlined in Requirement 7.4.4 of the MRM policy), along with any other documents your organisation believes are relevant.
Examples of supporting evidence may include, but are not limited to:
- Graduate employment data.
- Registration and certification data.
- Feedback from centres, kura and schools on graduate quality and levels of satisfaction.
- Feedback from graduates on how effectively the programme prepared them to begin teaching.
- Feedback from Māori and iwi.
- Feedback from community groups with an interest in ITE.
- Monitoring reports.
- Any national moderation information.

Process to approve your programme
Submit all programme approval documentation through the ITE Portal
Teaching Council (and NZQA for NZQA co-approved providers) perform analysis of documentation
A request for further information may be sent at this time.
On the basis that documentation is sufficient, a panel of teaching professionals evaluates the application
The provider may choose to have this panel on the providers’ campus or (in particular circumstances) online.
Panel gives a recommendation to the Teaching Council
Along with NZQA where necessary, and provide a recommendation whether to approve, approve with conditions or decline the application.
Teaching Council Chief Executive makes final decision which is communicated to the provider
The cost of the programme application is aligned with the current MRM fees schedule and must be met by the provider.
