Endorsing an application

Endorsement is an important part of the certification process. It supports the Teaching Council’s decision-making process for issuing and renewing practising certificates.

How to complete a teacher’s endorsement

As a principal or leader, one of your key roles is to endorse kaiako | teacher applications for issue and renewal of practising certificates, based on your professional judgement of the teacher’s everyday teaching practice and processes. 

Steps to complete a teacher's endorsement

Log into My Rawa

If you do not have a login, you can check out this webpage

Scroll down to the section named ‘I want to’.

Click on the card called Manage my Endorsements. This will open up the ‘Registration and Certification’ tab in Hapori Matatū.

You’ll see three tiles. Select ‘Approval Requests’ for teacher endorsements (and for all identity verifications)

Select ‘LAT Approvals’ for LAT endorsements.

Click on the drop-down list to change the list view to ‘My Endorsement Approvals’.

  • Select the appropriate ENDORSE-xxxx to view the endorsement details. 
  • Click the ‘Endorse Application’ button.

Click the ‘Next’ button to go to the next screen

The fields in this section should be pre-populated from your information in ‘My Details.’ 

Select ‘Yes’ if you have a perceived conflict of interest. If you selected ‘Yes’ to a perceived conflict of interest, write a short explanation of this, then download and complete the Conflict of Interest form. Scan and upload the form to the endorsement.

Complete the endorsement form

  • Select ‘Yes’ or 'No' for each statement. If you answer ‘No,’ please add any comments and/or upload supporting documents. 
  • Click ‘Submit Endorsement’ to complete the endorsement process.

Additional Information 

  • If you’re unsure about endorsing, click “I want to discuss the endorsement.” 
  • If you're not a registered teacher with a full practising certificate, a fully certificated senior teacher can complete the endorsement using the paper-based form or online through Hapori Matatū.
  • A relative or close friend cannot endorse a teacher. If there’s a conflict, complete the online form to explain how it’s being managed.

Giving authority to senior staff to become endorsers

As a leader, you can give senior staff the authority to complete teacher endorsements in Hapori Matatū. These staff members must hold a Full Practising Certificate, either Category One (Tiwhikete Whakaakoranga Tūturu) or Category Two (Tiwhikete Whakaakoranga Pūmau). You can choose as many senior staff as needed for your setting. 

To do this, contact our friendly team who can change permissions in Hapori Matatū.

Once access is set up, senior staff can log into , go to Manage my Endorsements tile and select Approval Requests to complete endorsements. 

FAQs

professional leaders who are not registered teachers currently cannot log in to Hapori Matatū to complete teacher endorsements or verification of identity. We are working towards allowing access however in the interim professional leaders can either:

  • delegate the endorsement role and verification to a registered teacher within their setting; or
  • use one of our Endorsement forms available on our website.


You need to be given the Hapori Matatū ‘Professional leader ‘role for endorsing applications in Hapori Matatū, as well as having the ‘Teacher’ role which you will require for creating your own applications.

Most professional leaders have automatically had their ESL role updated by the Ministry of Education to ensure the correct role is available to endorse in Hapori Matatū.

No further action is required unless, when you are logged in, the endorsement functionality is not available. If the function is not available, or if you need to have you ESL account updated.
