Teaching profession to move to annual certification from February 2021
The Teaching Council has listened to teachers’ feedback and is delaying a certification fee increase and introducing annualised fees.
Today’s Budget announced $16.5m of government money to help the move to annual certification. In addition, the Council will use $5m of its own reserves to fund the delay in implementation of new fees.
We are grateful for the Governments’ support to enable the Teaching Council to respond to the feedback received during consultation.
The fee for most teachers to renew their practicing certificate will increase from $220.80 per three years to $157 per year from 1 February 2021
After seeking the views of 105,000 teachers on proposals for increased registration and certification fees, which were last increased ten years ago, more than 24,000 submissions were received. Teachers expressed concerns about the short notice period for increases proposed to take effect from 1 July 2020, the size of the increase proposed and the financial impact of having to pay a large lump sum every three years.
The Teaching Council Governing Council appreciated all feedback and ideas submitted by the profession and considered all feedback carefully before deciding.
“While fees will increase, we believe delaying the increase until February 2021 and moving to an annual process for certification best addresses teachers’ key concerns and also allows the Council to get on a secure financial footing and be the true independent body teachers deserve,” Teaching Council Board Chair Nicola Ngarewa says.
“We are grateful for the support of the government and Education Minister Chris Hipkins to be able to make this happen. The ability to pay a lesser sum once a year will have a positive impact for all teachers, especially those in the ECE sector, beginning teachers, part-time and relief teachers.” The extraordinary impact of COVID-19 on teachers and communities was also considered in deciding to delay implementation of new fees until next year.
Ms Ngarewa says the Council is also mindful of the need to reduce the workload for teachers and professional leaders applying annually for certification and we are committed to ensuring that the process is not unreasonably complex or time consuming.
Work is already underway to streamline appraisal and endorsement processes and yesterday the Council’s new online system Hapori Matatū | Online Community was launched, greatly simplifying and speeding up the process for applying for certification. Police vetting will continue to be undertaken once every three years.
Teachers holding a three-year practising certificate at 31 January 2021 will not be required to move to the annualised certification until the expiry of their current practicing certificate which could be anytime up to early 2024.
