Discretionary Application Pathway

For any uncertificated teachers presently teaching in New Zealand, or New Zealand teachers currently overseas and wanting to become certificated, who do not have an approved initial teacher education qualification from New Zealand, or an overseas qualification comparable to an approved New Zealand initial teacher education qualification.
A teacher is "satisfactorily trained to teach" if they: 
a) have a tertiary level qualification/s that includes sufficient elements of teacher education; and
b) can demonstrate that they meet the Graduating Teacher Standards.
In exceptional circumstances only, the Teaching Council may consider that a person who does not meet these requirements may be satisfactorily trained to teach.  For further information and explanation, you can read the Satisfactorily Trained to Teach Policy in Section Three of the Registration Policy.
When the Council considers an application for registration from a person who has completed their tertiary education in New Zealand, but has not completed an approved initial teacher education qualification, the following information should be supplied in support of the application:
  1. Appropriate tertiary qualifications, relevant to teaching in the New Zealand early childhood or compulsory education system. Must supply certified copies of all academic qualifications together with official course transcripts.
  2. Teacher education in the form of full or part courses accepted by the Council as relevant to teaching in New Zealand early childhood centres or schools. Must supply certified copies of all teacher education qualifications together with official course transcripts as well as a copy of New Zealand Qualifications Authority evaluation.
  3. Recent teaching service normally amounting to the equivalent of five years full-time teaching, (although a lesser or greater time may be determined by the Council), and for which at least the equivalent of two years full time teaching has been in New Zealand with employers covered by Sections 120A, 120B or 315 of the Education Act. Must provide proof of type of employment, dates of employment and the type of institution.
  4. English/Maori language proficiency (both oral and written) for the purposes of teaching. Where qualifications and/or experiences have largely been in a non-English speaking situation, you will need to meet the Council's language proficiency policy.   5. Being a satisfactory teacher, as demonstrated by evidence of formal processes of "induction", "classification" or "certification", involving appraisal and supervision. A written outline of a completed advice and guidance programme and copies of written appraisals to be supplied.
  6. Written evidence of positive appraisal through increasing responsibilities and/or promotion.
  7. Completion of a period of supervised teaching and an appraisal made to the satisfaction of the Council. A written outline of a completed advice and guidance programme and copies of written appraisals to be supplied.
  8. Written evidence of continuing education, professional development and in-service training
  9. Written evidence of experience as a "trainer" of teachers or professional supervision of other teachers.
  10. The unqualified support of the principal (in the case of a school) or senior teacher (in the case of a free kindergarten) in New Zealand, where the teacher is, or until very recently was, teaching. Include a letter on official letterhead, signed and dated, which also states that in the opinion of the writer the combination of training, qualifications and experience is comparable to the level of a Diploma of Teaching in New Zealand.
Any other exceptional matters which the Council may consider relevant.
In all cases the Council may require additional evidence.
